My definition of literacy

Basically, literacy is the state of literate, especially reading and writing and using language accurately. Literacy not only has individuality differences, but also depends on the situation. A person may be able to recognize the obscure languages in academic paper, but he probably have no skills to understand 'LOL', 'ROFL' which has a high concurrence rate on the Internate.
