I interpret literacy as being a skill, knowledge or a possession of learning something/ educate your self. The skill of being able to write and read well, or use the language in general. It can be knowledge in a specific field, for example medicine literacy. In other word it means how much knowledge you have; if you can read and write you have a quality of literacy that is higher than those who cant. If you have an education it is even better. Synonymous to literacy is learning and culture, so maybe literacy is to have knowledge and be able to use it, not only language wise, but also in the society.
