How did the government use literacy as a way to prevent more immigration?
How did this literacy tests cause racial restrictions on immigration?
The argument in chapter four is all about the politics behind literacy and how it was used as a racial barrier. She talks for a good amount of time on immigration, and the racism that was prevalent in society against most ethnicities immigrating to the USA. Literacy tests were used as a way to prevent these races from entering the country without having to explicitly call it racial surpression. She also talks about Reagan and Reaganomics and how he was no help in helping minorities succede. I agree that in the past, literacy was used to surpress minorities in many aspects, including immigration, voting, and others. Reagan's dissatisfaction with public schools and his reluctance to fund them also fueled this literacy discrimination.
