From the essay: "LITERACY is imperious. It tends to arrogate to itself supreme power
by taking itself as normative for human expression and thought. Recent research work, however, in the field and in the library, is I offering the opportunity to overcome our chirographic (and typo- / graphic) bias." I my point of view, the author's idea is that 'illiterate is more in places where formal finance or economic is less developed because the people in developed country is more lazy than developing country. In developed country people have more freedom than developing country, then they more willing to use their own simple language or spoken language to replace tedious formal literacy language.
